# 4.3 To Be: Universal Meme Finance Layer & Culture-OS

In the final stage, DOR aims to be neither a simple DEX/Chain nor an individual protocol, but a Meme-native Financial OS based on the Attention Economy.

Reconstructing the mid-to-long-term technical goals from the MEMFi draft into the DOR perspective:

* **Full Real-time Meme Ledger**
  * A meta-ledger recording swap, staking, governance, and external operation flows of all meme assets at a real-time (or near real-time Rollup) level.
  * Targets a state where P\&L, liquidity, and risk indicators for specific memes, communities, or seasons (series) can be reconstructed solely via on-chain indexing.
* **Multi-Asset Compatibility & Cross-chain Interoperability**
  * Implements a Universal Meme Finance Layer that deals not "only with memes" but uses memes as an on-ramp to connect to BTC/ETH, tokenized securities, and derivatives.
  * Aims for a structure where meme liquidity naturally spills over to other chains/asset classes via integration with CCIP, Wormhole, LayerZero, etc..
* **Transparency, Auditability & DAO-native Regulation**
  * Assumes transparency enabling Audit solely via block explorers + DAO dashboards without centralized DBs as a basic prerequisite.
  * Aims for DAO-native Regulation (Regulation by Code) where on-chain accounting/log structures themselves function as infrastructure for regulation and audit, rather than "forcibly fitting into regulations.".
* **Culture-First, Finance-Second OS**
  * The Culture Layer (Meme Indexes, Season Quests, In-App Items, Cross-Meme Farming/Boosts) is defined before the Finance Layer.
  * DOR acts as the settlement/reward/governance unit of this culture layer, automatically converting meme community activities into Financial Events on-chain.

In summary, the roadmap in Chapter 4 presents a path evolving DOR from a simple token project into a meta-infrastructure for the entire meme market through:

* Short-term: Yield/risk distribution control via AI agents & Parametric Copilot.
* Mid-to-Long Term: Migration to MemeFi Chain & Multi-asset/Cross-chain expansion.
* To Be: Convergence to Meme-native Financial OS and Universal Meme Finance Layer.
